Brazil and Italy have signed a Naval Agreement to jointly develop patrol vessels and logistic support vessels. The Accord was signed by Brazilian Defence Minister, Nelson Jobim and the Italian Under-Secretary of Defence, Guido Crosseto and it also covers technology transfer and the joint development of weapon and navigational systems. The Agreement would also enable both countries to develop security mechanisms for military communication through satellites and benefit systems used in the Project Blue Amazon, which is responsible for protecting the Brazilian coast. The Italian Defence Under-Secretary stated that cooperation in defence matters between Brazil and Italy would provide business opportunities for both countries.

President Luiz Inácio Lula da Silva of Brazil signed the bill establishing the Racial Equality Statute on 20th July, 2010 without vetoing a single clause in the bill. The document provided definitions for racial discrimination, racial inequality and the black population. It stated that racial discrimination "is any distinction, exclusion, restriction or preference based on race, ancestry or national origin". Racial inequality is defined as "all situations of unjustified differentiation of access and opportunity based on race, ancestry or national origin". The black population is explained as "a set of people who define themselves as black or mulatto".

The Honourable Minister of Defence of the Federal Republic of Nigeria, Prince Adetokunbo Kayode, paid an official visit to the Federative Republic of Brazil from 19th-23rd July, 2010. The Honourable Minister, who led a 14-man delegation including the Chief of Naval Staff, Vice-Admiral Ishaya Ibrahim.
